Yes completely oblivious to it. Maybe they are trying not to draw attention to the fact she is getting close to the WR while slowing down way in advance of the line.

I genuinely don't understand what this commentator is thinking and why Eurosport has so many commentators (in English, specifically) who clearly don't watch their sport outside of the Olympics..the Dutch one is excellent and I assume it's not the only language with a capable commentator.

Nah, she was very, very good in her hay-day. She has better all time result than Thompson and Fraser-Pryce it's not like she was winning with 23+  But that is in the past and she is not that fast anymore for various reasons.
