Could have easily added two women's event and dropped a women's event and then redistributed the quotas...

Its not the IOC that made this decision. It is the ISSF

Well we have new rules for new season

 

25m women;s pistol will be similar like men's 50m pistol. Qualification will be the same like in last 4 years, but final will be like in other disciplines.
