Especially the islands and somewhere on a volcano or something were testers rarely come. Why else do you think there's also a ton of athletes training in remote African places? Because "the conditions are harsher and so it's good to make you tougher"?

And when you want to dope, you go to places where there's the smallest chance of testers getting to you (while still being able to train, so Antarctica doesn't count). This is generally in places like remote African towns and mountains, or the infamous Teide on Tenerife.
