Based on a few news sources it seems that the African qualifier will be the 2019 African Games to be held in Morocco.

The draw of 1st round for African qualifiers is announced, 25 countries will fight for 2 spots.

 

7 countries received a bye in the first round :NGR:CMR:GHA:RSA:KEN:GEQ and :ZIM

 

remaining participants will have to play the first round (home/away matches) 1st and 9th April 2019

:CIV vs :SLE

:GAB vs :CGO

:TAN vs :COD

:MLI vs :MAR

:ALG vs :CHA

:MAW vs :MOZ

:ANG vs :ZAM

:ETH vs :UGA  

:BOT vs :NAM

 

So I guess the African Games tournament won't be the qualifiers. It's basically a bunch of home and aways, just like last time.

Only the winner qualifies to the Olympics so it's not a huge deal, the runner-up does get a second chance, but they (Ghana or South Africa I guess) will be the underdog against Chile.
