The extra point rule (3 for regular time win, 2 for Extra Time/penalties win, 1 for Extra Time/penalties loss, 0 for Regular Time loss) can work only when you have the head-2-head result as main tie-breaker. In this case every match of a Preliminary phse group will count, because when you will have teams with same amount of points, it will be solved easily, the winner of their respective match will be favored. Thanks to this every match will count, every team will try to win in regular time rather than losing on penalties and taking to the opponent a big advantage (no more 0-0 boring tactics).
