VAR is the factor here. Anytime now, there is some kind of contact, they are pressured to give the penalty. If they don't they will be damned for not looking at VAR, if they do, they will be damned for looking at VAR and giving an easy penalty. At least before VAR they had the benefit of "not being in the right position to see clearly the situation" and they had more balls in their decisions.
