They can blame that on entering 5 (!) walkers for Rio.

 

This put their average above 8 athletes, and let's be honest, the qualification marks these race walkers achieved were dubious to say the least.

Bolivia entered too many athletes in 2016 to push them over the threshold. The same thing happened to Congo and now both nations may only end up with athletics and swimming at best.

I am afraid the writing is on the wall for Mauritania. They haven't missed athletics since 1984.
