What the IBU is doing is trying to build the sport in the Americas. I get it from an economic perspective. What they are faced with is an odd schedule. Because of the distance, it makes most sense to have two weeks in one. Because of the distance, going there every season is a little hard. Because of the three set races in December, the timing gets tricky. I guess that you could make them the last two races after the World Championships. That would work, and would actually get a higher quality field. And for what it is worth, the next two seasons schedule is already set - No Russia for the World Cup, or the IBU Cup for that matter.
