I think it was the right call. It did seem like she made an effort to avoid the ball. It certainly wasn’t intentional.

The rule about making an intentional move towards the ball with your hand has been revoked some time ago. It's not the 1990s anymore. Now most handball penalties are non-intentional contact by design.
