I believe, the IOC has admitted the cap will have to be relaxed for 2028.
I think they will go with what you proposed. 10,500 for core sports plus some for extra sports

Panama's 10th inning loss to the Netherlands ultimately cost it a spot in the Super Round.
Still, a great tournament for them. This is all the more reason to want a 12-team tournament at the Olympics.

As mentioned before, 3x3 hockey is not developed enough to be its own event and given the proposed size of teams it will literally be a B-level hockey tournament with likely the same teams as the full size.
If they want to follow in basketball's footstep the team size should be 6 players, no padding outside of the goalie, and the game played on a street of a quiet neighbourhood. Maybe throw in a car every now and then to force the players to stop and clear the street .

A ceasefire agreement, no matter what it ends up looking like would likely be enough for the IOC to bring Russia and Belarus back and not wear egg on their face.
Until then, we'll likely have a continuing participation of neutral athletes.

To measure nations' performance few terms have been introduced
'Quota' is number of participants per country in each event. Qualified but non-participation is not included in Quota. 'Top 6' is the number of events a country finished in Top 6. Conversion = Top 6 / Quota which implies Contingent quality. 'Normalized Points' = Points / (Number of events in that sport). For example, if a country wins just 1 Gold in Archery, they will get 10 points but 10 points/ 9 events = 1.11 Normalized Points. This metric will be high for countries who earn points in multiple sports. Sport' can be defined as set of events governed by same federation
Salient Observations
1) The nations' rank for points is closely related to rank of total medals won
2) Top spot for is deserved as they have the highest participation, almost 70% conversion and dominate many sports like Athletics, Swimming and Table Tennis
3) finished 9th despite limited participation
4) Best ever successful edition for as finished 21st in medal table and accumulated medals and points in Fencing, Table Tennis and Athletics

Honestly, as long as the best continue to compete and humans remain interested in sport, the Olympics will continue to be one of the top events in the world.
So unless the IOC president decides to piss off the athletics, swimming, and gymnastics federations to the point they want to create a rival Olympics or they force only amateur athletes to compete life will go on.

Many world ranking systems have the issue of more appearances = more points or in this case, all continental championships having the same point value regardless of talent within the continent.

The IOC wanted ownership of the data collected by the group which means they didn't have that information in the first place. I hope the information and future ones aren't lost to time. It should be easier with the post-internet era.

Qualification procedures won't be finalized for another two years, but here are my thoughts of our qualification chances in the five added sports.
American Football - Even assuming the United States gets a host quota, it might be difficult for Canada to qualify. Currently, Mexico is the next best Pan American nation and while we have potential using CFL and NFL players, I'm not sure if many would commit. A world qualifier would help our chances.
Baseball/Softball - We should easily qualify in softball given the United States will get the host quota. Baseball on the other hand will be quite difficult, assuming the team sports are only going to have 6-8 entrants.
Cricket - This is our weakest sport among the five here. I was relatively impressed with our men's T20 performance earlier this year. A split West Indies team makes things a bit interesting for the Pan American quota. On paper the major teams from the West Indies should beat us, but it does create a little bit of hope.
Lacrosse - We should easily qualify a men's and women's team. At worst we are top 2 in the world.
Squash - We currently have 1 man and 2 women in the top 50 rankings. I believe this will be a 16-person tournament and assuming 1 athlete per NOC there's a chance, more so on the women's side, but who knows where they will be ranked in four years or if someone new moves up the rankings.

Usually there's a positive correlation, but some people peak at juniors while others are invisible and then build in their 20s.
The good news is we're creating depth which then increases the odds someone will break-out at senior level. That's a sign of a good youth program.
