I was expecting they are waiting because of reallocation but I still see few athletes in the list who will not be in Tokyo

Anybody knows whether all males in -60kg are going to accept their quotas? Asking because  David Půlkrábek is first below the line  ....

I don’t think so 

 

Zupancic is still listed in 70kg, she is pregnant and retired 

also European CQ for Willems Belgium and the British judoka, both are injured and will almost 100% miss Tokyo

As some mentioned above. There are still listed injured or pregnant athletes. There will surely be couple of changes. I guess, now it's time for the NOCs to confirm or decline the quotas and other countries may wait for some reallocations. It is gonna take few more days to confirm the entire list ....

While I understand the IJF would prefer to wait for the nations to officially decline the quota, do they really need to wait for North Korea to decline its quota?

I think it goes to the next best without CQ 

if they start to change from CQ to direct Quota that would end up in chaos, as it would change all CQ and people before confirmed could drop out 

 

But I am not 100% sure
