I think its a good idea. Do you feel the same about other sports? For example the dutch werent allowed to play at the football world cup just because they werent good enough during qualification which ended a year before the world cup.

Attachment is the great fabricator of illusions; reality can be obtained only by someone who is detached.

I feel different for team sports (although I do think qualifying for the football ends too early, yes), but I think for individual sports one year is too much, not only swimming.

Well, that's what happens with most Olympic sports. If you don't qualify the previous year, then you don't get to go to the Olympics. :p

Why even have qualification at all? Lets just allow everyone to compete, the IAAF strategy so to say.

Shooting use to give quotas over three years before the next Olympics. The IOC had to make a rule to only allow qualification two years before the Olympics because of sports like that (though FIFA seemed to have ignored this and let Brazil qualify in women's football a few months ago).
