But as I said, the officials made exactly the same mistake in the second heat and were only rescued because the runners themselves knew something was wrong and mutinied. I don't think World Athletics could defend their decision in that case.

Yeah, but the two cases were not the same - the same officials made two different mistakes.  Or actually, the same mistake twice, (the line ups)  and then another mistake (ranking the athletes at the 200m point).  So there's no reason why the USA had to race the Dominicans again.
