Sailing is already in Marseille. Surfing isn’t expensive to run assuming there is a suitable venue (and France is not wanting for suitable surfing venues).

To be fair, it is accurate about what IOC plans are at the moment.

It's just that those plans may change a lot in the next months.

It's probably way too late and it's not going to happen but basque pelota finally reminds itself that it doesn't cost anything to at least trying
