this one in Baku, one Grand Prix in Kazakhstan and a Masters competition, the last one doesn't probably matter since only top 16 can participate , which means we already know the list of qualified athletes after Kazakh Grand Prix

Not completely true, only top 14 women goes automatically so things will change, also there are few battles within the same country (Lutfillaev,Urzoboev in men 60 for example) that are separated by very few points and all the points in a masters could definitely help one overtake the other

Olympic rankings have been published.

You can take the quotas as mostly definite, as the only remaining event is World Masters in two weeks, in which only the top 16 in World Ranking (not Olympic) participate along with one participant from host country (Mexico), and since a top 16 in World Ranking is likely already qualified and most Mexican judokas need to finish in the podium to grab the last direct place in qualification.

However there are top 16 from same country where one judoka can overtake the other with good performance (like Urzoboev and Lutfilaev from uzbekistan in Men 60, but there are a lot of examples)

how does the reallocation process works in case invitations are refused?

Going back to the rankings, taking the judoka with most points whos country still didnt qualify anyone in his/her weight (for example if south africa will not take the continental quota, which is Mabulu in Men's 66, then it will go to the next men who's country didnt qualify already)

Some Dutch examples too I think, but the NOC has already made their decisions about them.

I think South African unused quota will go to African nation in -66 (because that's continental quota and there are more African nations).

Unused Oceanian quota and potentially unused tripartite quotas will go to overall rankings.

So, qualification system says that South African quota will (if refused) go to DR Congo (next best from Africa).

Unused men's quota from Oceania will go to the highest ranked unqualified nation in men's event, and that should be Uzbekistan in -100kg.

    • I think the reason is that it's generally preferable to have a fast shooter in the 1st leg, and especially in the prone shooting, where Hofer is quite slow.   Now, I'm not saying I agree with the choice, because I don't. I think it's going to neutralize Giacomel's skiing skills in the 1st lap at least.   I guess the idea is to try and set a very fast pace in the 1st leg, which is usually quite tactical, but I'm afraid that's going to force Giacomel to risk too much because he will feel he has to make some time somehow.   Regardless, Italy must be on the podium tomorrow. I think that would be crucial for the following races as well. I think France is the clear favorite, but the other teams are not stronger than Italy on paper.
