I think Canada has that tiebreaker in all cases where Italy wins with only 8 runs.

Actually this is specifically for a group tie-breaker. I'm not sure if it will be used to rank 5-8th.

In case it is, Canada has 24, Puerto Rico 15 (21 now), Venezuela 26 (in case it also reaches 15/135)
