His feet have been parallel for the last couple of km, thats not legal and he should have been disqualified or at least got a warning (i dont know how many warning he had at that time). I think there should be a case  for minor sanctions like in road cycling (time penalty, etc.)

True, there should be something like half a minute time penalty. Though I doubt that would matter much for Arai, since that would still put him out of the medals..
