The reason is avoiding a rise in spread in other parts of Italy so that to avoid constrictions already taken in Lombardy

Meanwhile all of the Netherlands is mad with 900 students who thought it was a good idea to go to Northern Italy this week for a skiing trip, against advice from medical authorities. They're all coming back tomorrow I think. Can't we just rent a cruise ship and dump them on the ocean for a couple of weeks?
