Of course the big difference was the allegation that the Russian Anti-Doping Agency and the government was protecting their athletes.

That hasn't happened in Kenya. At least not yet.

Yes, but we have seen an insane amount of positive tests from their athletes lately. I do think they should definitely face sanctions of some sort.
