Maybe all those floors with no flags belong to them and they either just decided to not hang flags or haven't arrived yet.

These last pages got me thinking: if my best friend makes it to the Olympics in 2018, I will really 'pressure' her to show us as much as possible of everything in and around the Olympic village, because the more photos I see, the more intrigued I am about the life in the village
