because those are very different kind of races...in world cup races normally there are less participants (a lot less) and most times the top sailors don't show up in those races...

 

World Cup is kinda a second tier event...it could give people a wrong idea about the actual situation of a sailing class...

    • There will be specialized double sculls...just not for an NOC if it is entering singles specialists.   Either enter 2 singles specialists, or 1 XD specialist pair.   But they can in theory compete in both events, I guess, if they qualify...our top M, I think, does both.   But there are 17M, 17W, and 30 Pairs allotted in the quota, so I don't think the intent is that every singles entry will be in doubles.   (Perhaps this gets to fall in line with Weightlifting, where due to max entry quota, an NOC can't enter in every event, even if they have the best athletes...here, unless you have a pair who qualifies in both.)
