Even ignoring the daunting task of defeating the United States just for the opportunity to play for the quota, New Zealand may not take the quota. The federation is a bit strict. They also lost a good defense ("We finished in the top 10") by losing to Kazakhstan. They might go the South Africa route where they will decline the continent quota, but play in the final qualification tournament.
