Sounds like the whole thing would be solved if USATF would be involved in or simply sanction the events.

they just can't do it...

 

NCAA "property" (aka their competitions) is protected and responds only and exclusively to their laws (which are absolutely in contrast with common sense and all the International rules, especially in terms of doping and marketing).

Yes, NCAA do not report any positive drug tests to the USATF or World Athletics

Well, that very much sounds like an NCAA problem and not a World Athletics problem, so yeah. Tough luck for them :p
