Russia didn't even qualify in women's for this, so they shouldn't have participated. But that's FIVB for you and their gifts for the hosts. Just like in 2012 Russia had to host the final tournament.

well that happens with all hosts in olympic qualification events. Turkey had so many in boxing, wrestling, TKD and they were awarded also partipation in basketball that they didn't deserve it
