Well, actually the tv share is the only objective and correct way to measure the audience.

A simple number of people doesn't say anything if it's not related to the total population of the Country and the number of people in front of their tv screen in that moment.

That part is less important. Let's say a theoretical (and of course impossible) situation in which Brazil plays the World Cup final, and a total of 10 million Brazilians are watching TV during the match. All 10 million are watching the match, so that'd be 100% score. That would suggest it was absolutely huge, whereas 10 million Brazilians watching is of course...well, almost nothing
