We can give options, but sometimes it's difficult to give an accurate picture.

 

In the past, sport federations have given quotas to athletes which did not compete at a high level. For example judo tripartite quotas have been awarded to athletes with no world ranking points.

Only if their athletes get Top 50 at ISA Games.

What's happen if no NOCs could have a tripartite quota?

That won’t happen, as both  and  were both among the top 50 at the 2023 ISA Worlds. If either of them decline their quota, and no other tripartite nation finishes among the top 50 here, the quota will then get reallocated to the next highest ranked unqualified surfer at the 2024 ISA Worlds.

I wonder if they are eligible should either one of them qualify an athlete through the current competition?
