First of all, when was last Universiade with only amateurs competitors? Second, which countries send only their first squads? ;-)

The athletes should be students. It never says amateur or anything, as long as they're students it's fine. Which is probably why the Netherlands is so abysmal in university sports; we don't really have a culture of university sports, unlike USA or Russia/Ukraine or something.
