I believe this was the order of things. Brazil qualified one individual, meaning that they only used one of two host quotas. The other host quota was given to the highest ranked nation not already qualified (Colombia). To keep the number of athletes on 67, France had to give away one quota.

Looks like Kosovo also got wild card for men's road race. This should mean that somebody declined a quota (presumably Sweden). Bolivia got the "scheduled" wild card.

No word from UCI, of course.

In the road race that wasn't a problem right? I thought the issue was whether or not she can do the ITT as well?

she actually qulified in ITT but did not in road race.....now i don't know how they managed to bring her in....but i am glad that she will compete
