Doesn't this mean, that in this case the best ranked team will know, that they are qualified, even before the final play-offs start? Because even if they lose their play-off game, they know that they will qualify via World Rankings.

Unfortunately, yes. One team will start the playoffs knowing it's pointless for them.

Too bad it'll be the 1st vs. 14th rank team, the top team would have to lose on purpose for the upset to occur. It would be funny if Austria's men or Czech Republic's women qualified though.
