For 4x100 you can have 5, but must include all those who qualified at 100

 

For Men’s and women’s 4x100 you can have 4 (changed from 5 only this week), and must include those who qualified at 400

 

For mixed you can choose 2 men and 2 women (no restrictions on who)

 

Alternate athletes can be selected and travel but aren’t counted as quota, but it seems like a lot of countries are just naming all alternates as squad members

We always welcome every possible reallocation and we love to send the biggest as possible delegation, even if those athletes have 0 chances for good result. Our NOC president still waits for miracle and additional athletes in canoeing (Men's C2 500) and rhythmic gymanstics (Lewińska). But I doubt that it will happen just two weeks before start.

The problem comes if and when they try to run them in heats, and get a lesson in the difference between squad and reserves.
