I wrote the IIHF about this and they basically said it's because the women's teams apparently WISHED for a strong and less strong group. (I'm sure the US and Canada have too much influence).

The good news is the Czechs should leapfrog Sweden and Japan next year. So then they'll be ranked 6th, and I wager that'll be enough for direct Olympics with 10 teams!

(They have to beat Japan, pretty much, by one position, and they've got it)

The problem isn’t the groups. The problem is that there is no ranking round, so there is very little opportunity for group B reams to finish ahead of group A teams, short of beating one of the top 3 teams in group A...

 

This would actually be a really easy fix.

    • There will be specialized double sculls...just not for an NOC if it is entering singles specialists.   Either enter 2 singles specialists, or 1 XD specialist pair.   But they can in theory compete in both events, I guess, if they qualify...our top M, I think, does both.   But there are 17M, 17W, and 30 Pairs allotted in the quota, so I don't think the intent is that every singles entry will be in doubles.   (Perhaps this gets to fall in line with Weightlifting, where due to max entry quota, an NOC can't enter in every event, even if they have the best athletes...here, unless you have a pair who qualifies in both.)
