I'm fairly sure we can It's impossible to directly compare athletes from different sports, but I'd definitely name Al Oerter and Alexander Karelin as well as challengers for the "Greatest Olympic athlete of all time" title, just like Paavo Nurmi.

It's also not a fact, it's "scoreboard journalism"...looking at stats and stats only. Of course there's no road cyclist or weightlifter or something who has 19 gold medals.. Most medals winning Olympian obviously, but greatest? I very much disagree on that.
