The list of AIN delegation is still under review (UWW commission is trying to refuse photo evidences of war support). At least several national federations have doubts that AINs are eligible to win Olympic quotas. One of the reasons - the same as in Rowing - according to the official documents quota belongs to NOC, but AINs do not represnt any NOC. Thus they cannot win quotas under the current rules.

No, participation in the tournament does not provide the right to be qualified. For example, RPO athletes at the European Shotgun Championships recently. One of them got enough points to get place in final and fightt for quota. But was not eligible to qualify according to the regulations. The same applies to russians and belorussians in our case. They were allowed to participate but not to qualify. According to actual rules pairs are not allowed at all. They will be counted separately. But!! I doubt they will have full squads since tennis players have to take part id Davis Cup / Billie Jean King Cup competitions in 2023/2024 to be qligible. There are some exceptions. But I doubt they will use all their "wild cards" for russians and bellorussians. Sorry for late responce.

Let's imagine: someone lost to Sidakov and failed to qualify for the Olympics. Then he takes all the regulations released by the IOC and UWW and goes to TAS/CAS. I think World Rowing is doing wrong. And the quota should go to the Bulgarian rower.

The commentators mentioned at the official broadcast that AIN athletes cannot qualify boat since they do not represent NOC and a NOC only can qualify a boat. But the quoata which they "won" will not be automatically redistributed to the next eligible athlete. It does not look fair enough. World Rowing will held these quotas.
