I think it’s an interesting concept at least. Leave the gendered team events (and individual events) for the powerhouses, but set aside one event for the developing programs. I can at least respect the logic behind this attempt to boost medal counts, compared to leaving events off the program or adding a bunch of sports/events practiced almost exclusively in the host country.
