Not more than 20 boats in each event, while two person dingy should get 12-14 quotas at most. This along with some rowing events like the eights are not allowing newer sports to be played. Eights were huge back in the day, and are the pinnacle of the sport. Cutting that event would be like cutting the heart rowing. Sailing gets enough quotas in my opinion.
