greece has qualified a woman in the feminine sabre via the rankings, she cannot send another woman to the european tqo

That's right. If you don't qualify a team, you can only qualify one per event.

Very disappointing because she was like fourth or so of the top ranked Europeans who didn't qualify yet. Thank you both for the information though.
