She can’t really control what her country (moreover doctors in her country) deemed her gender to be. As @heywoodu said, the issue is very complicated, and throwing blame solely at her is very unfair.

It's fair to question that she can compete as a woman despite having advantages over other woman due to her having some internal male physical characteristics.

Definitely not fair to call her a cheater though. She has done nothing wrong.
