BTW, Puerto Rico withdrew because at least 4 people among organizers tested positive for Covid, including tournament director. Since their main motivation was to ensure Afanador qualified at least in mixed doubles, I guess they are not bothered to forfeit that place now that he won his right to compete in Tokyo.

Draw is based on rankings, so I think the former is correct.
