Do you feel the same about other sports? For example the dutch werent allowed to play at the football world cup just because they werent good enough during qualification which ended a year before the world cup. I feel different for team sports (although I do think qualifying for the football ends too early, yes), but I think for individual sports one year is too much, not only swimming. The IOC had to make a rule to only allow qualification two years before the Olympics because of sports like that (though FIFA seemed to have ignored this and let Brazil qualify in women's football a few months ago).
