No. The FIG Executive Board can chose to invite the best athlete from each non-qualified continent.

Actually, in trampoline they are looking to have at least 4 continents represented, so Africa will likely miss out.

Khilko is going to her 5th Olympics, she is going to be the only athlete there that has competed in every Olympic trampoline competition since its introduction.

 

I think is also qualified now, we already have 3 continents qualified, so one of the continental quotas should go to them.
