No, only the 2019 edition will award direct quotas. I think these championships might count for the Olympic ranking though.

The entire Dutch team in the categories for 15 years and older will 'boycott' the European championships in :BEL Dessel, due to the track being deemed unsafe.

Meanwhile, in unrelated news, the Belgian team has announced they will 'boycott' the next European Championships to be held in :NED due to fears of flooding. 😎
