-They finally removed ineligible Curacao and gave the quota to Bolivia

-Congo lost their quota in -100, but gained it in +100

-Mali got Congo's -100 quota

Uzbekistan earned two invitational spots? I thought the unused quota will be handed over to one of the unqualified nations.

Well it's not invitational spot. Reallocation rules say that unused quotas are going to the highest ranked athlete not already qualified (respecting max 1 per NOC per event rule).

 

When you click at "men" ranking here you'll see that Uzbekistani guy in -100kg was the highest ranked athlete. https://www.judobase.org/#/wrl/m/ogq

So any NOC can add more athletes in a weight category that they haven't qualified yet, as long as the maximum number of quotas has reached. Am I right?

Yes, potentially unused tripartite quotas will be reallocated in the same way.

So if the tripartite invitational places are lacking to fulfill its allocation, who will succeed Soyib Kurbanov of Uzbekistan in retrieving unused places?

These are the first three:

 

Valentina Moscatt (ITA) - 832 points in women's -48

Ilse Heylen (BEL) - 831 points in women's -52

Liu Yang (CHN) - 795 points in women's -57

 

Uzbekistan received quota in men's -100kg, because Oceania didn't use one of the men's quota. On the other hand, during possible tripartite reallocation both men's and women's rankings are being looked.
