not necessarily...it only means that those athletes are entitled to take part in those events and no other athlete can be selected for the event X by that given Country...

but the final confirmation about an athlete starting or not, generally is given only at the teams' meeting held just before the first session including that event, so to give athletes and teams the chance to make their own evaluation until the last moment...
