Chinese media reported they earned 9 quotas, so this appears to be right.

The report is about they are appearing in 9 disciplines, not quotas (They reported about having full quotas)

After thorough review, I found that the rule should be applied like this

 

Quota should be added when new members SOQC has reached his or her turn. 

 

And the turn comes in 500-1000-1500 sequence.

 

Also, if the starting place reaches 8, the additional quota is given, as soon as possible.

 

And though it is my opinion, the total quota is 112, but the more important thing is that men's quota is 56 and women's quota is also 56. Therefore, 57th quota could not be given to either sex. 

 

Therefore in Men's 1500m, When 4 teams with 8th starting place is reached (KOR, CAN, ITA, CHN) the men's quota is not 56 yet. (SOQC <27th in 1500m) However, when 3th member of NED gets starting place, and more importantly, new quota in relay discipline, the 56th member is full. This means that next order, USA3  and the Great Britain 2 starting place, which has no quota in 500, 1000 discipline, could not also be assigned. Therefroe, SOQC 37th, 38th would get starting place.

Therefore, the women's case would be much more simple. 1500m SOQC 35th, Hongkong(HKG) 1 could not get the new quota as they have never earned any quota places before 1000m. Instead, SOQC 37th, GBR 1 could get place instead.

Before I continue, I just want to say that this may not actually be complete accurate. You might notice that there's only 33 quotas assigned in the women's 1500m. That's because after the initial assignment of quotas, there were 115 quotas which is 3 over the limit. According to the qualification system, the 1500m distances are the last events to assign quotas since they have a max quota of 36 instead of 32. For the men's event, France, Hungary, and Ukraine have the last spots and removing them wouldn't affect the quota totals. Therefore unfortunately, I had to remove one quota from Croatia, Hong Kong and Poland to get the total to 112. We'll see what the NOC does about all this. If anyone actually knows the correct procedures, please comment below.

They shouldn't promise additional spots to countries that qualify 3 athletes in each distance, because then taking those spots away isn't fair. For example, in Italy, Previtali won the 500m QO for country but he would likely have to stay at home because the staff probably would have chosen Casinelli for the relay (Casinelli won't be competing individually at all). I don't know what the situation is in Canada with the fifth-place skater? Will this person only compete in the relay, or will he also be a reserve there?

Obviously impossible to know in advance but in 2022 all ten skaters Canada qualfiied skated individually, and 9/10 competed in a relay as well.
