AIN athletes qualification for Paris 2024 Olympic Games and reallocation of quotas [post#1 updated 15.07]

Recommended Posts

Official update according to the IOC statement on the 15th of June https://olympics.com/ioc/paris-2024-individual-neutral-athletes

Short notes from the IOC statement:

1. Decisions to reject quotas are final.

2. Decisions to approve quotas are not final - new facts may lead to the rejection of invitation.

3. Decisions cannot be appealed - NOCs were not invited to the Games, so it is a good will to invite individual athletes... or not

4. Unused quotas will be reallocated to another NOCs (not to be sunstituted by another AINs).

Empty lines in the IOC Decision column means no decision yet.

Reallocation to another NOC means that IF has to reallocate this quota to another NOC (not AIN) according to the IOC decision.

The most probable reallocation is mentioned in the table.

Here we have russians - belorussians below

Reallocation in judo calculate by @Cinnamon Bun is in the separate post

Reallocation in wrestling by UWW https://uww.org/article/uww-reallocates-16-olympic-games-paris-2024-quotas

Remarks:

* - quota should go to JO Seongbin but :KOR has selected its maximum number of participant and it is unlikely that IWF or NF will revise that selecion. Thanks to @Jan Linha and @phelps

** - important precedent was found by @Faramir to show alternative way of reallocation supported by @Art Art:

a) at a single tournament - quota goes to the first eligible athlete at the tournament where it was won by AIN, not taking into account those who won quotas later

b) chronologocally - tournament by tournament - with cascading redistribution of quotas, taking into account those who won quotas later and redistributing their quotas from later tournaments.

These alternative ways are show in the table only for the quotas determined to the reallocation by the IOC.

*** - thanks for @mard0n , @MantaRaymarc , @Jan Linha @Майкл. It looks to be the first reallocations confirmed by NOCs

**** - Alina HRUSHYNA AKOBIIA has priority for this reallocation but she has another reallocation spot from European qualifier which took place earlier

****** - confirmed by NF according to @IoNuTzZ

[7] - the IOC invited the athlete, but the quota was rejected by the NOC of belarus https://wrestling.by/news/lish-odin-belorusskij-borecz-primet-uchastie-na-olimpiade

[8] - quota declined by russian judo federation. Waiting for official confirmation

[9] - quota was accepted but later declined by russian wrestling federation. Waiting for official confirmation of rejection from each athlete

IMPORTANT! Final decisions by the IOC are in the FIRST post of the topic.

-------------------

1. This list contains AIN`s atheltes with russian passports which "qualified" for Paris - 2024. (Belorussians are not included yet)

2. As well as possible reallocation and the reason to reallocate quota.

3. I have created this separate thread ( @pluto asked it) to keep all the information together because now it is spread over different sports and must not be mixed with the general war-supporters thread. Here we have only the persons whose profiles will be evaluated by the IOC as a single institution to decide their fate.

4. The reasons of reallocation were taken from the official documents prepared by Ukraine for the IOC.
update 01.06.24 - Bach ensured  Ukraine that all these facts will be taken into consideration - the most recent quote on this from Olena Hovorova (Olympic medallist, now advisor of the Head of the Office of the President of Ukraine) - 25.05.24 https://www.facebook.com/olenagovorovakyiv/posts/122149886438205596?ref=embed_post

(Earlier - Olha Saladukha (London bronze medallist and deputy of Ukrainian parliament) .

Since quota distribution and reallocation are the processes of great interest everyone will be able to evaluate possibility of reallocation of the certain quota.

Please, feel free to correct possible reallocations.

The list to be ammended with new data to come.

People in bold are 99% likely to be removed from the games, in my oppinion.

Update 06.06.24. Judo

I get why people are making this argument - applying a strict definition of the term 'team' - but that wasn't what the IOC did. In their decision, the IOC did not define what constitutes a 'team' and instead delegated that responsibility to the international federations:

So, the question of what constitutes a team in canoeing will be determined by reference to the ICF Canoe Sprint Competition Rules 2023 v3.3:

I appreciate that this is not a popular opinion on this thread, but on the basis of the above, I don't see any reason why they would not be eligible for the quota in the C2 event. I'd also say that this approach - allowing crews of 1 or 2 athletes - is the same approach taken by World Rowing at last year's World Champs where Russia/Belarussian athletes were allowed to compete in the single and pair events. It will also be the same approach taken by the ITF when they inevitably allow Russian/Belarussian doubles to take part in the tennis tournament.

Okay, but here I found something in this document

14.1.4.b - Junior athletes can compete in a maximum of two (2) team boat events in the U23 age group.

So at junior level C2 is a team boat event and on senior is not? I don't understand why

    • I regret that Italy didn`t bring anyone from Russia/Blr after 2022. The war has been going on for 3 years, and there would certainly be a lot of people willing to compete in biathlon, cross-country skiing, speed skating, etc. Many Russians train in Italy in various winter sports, so it wouldn't be that difficult, but our federations are incompetent, all the more so because, Marchetto and Cramer worked in Russia for many years, so they certainly have many contacts and connections there to make such transfers.
