They stated about which quotas exactly they mean? Those in C2, K2 or K1, C1 or all?

They said that AINs will not be able to keep all the quaotas due to the "2 athletes restricition", but what exactly will be reallocated is not revealed.

It means nothing they must chose - like Kazakhstan and etc.

Will they be able to combine quotas like last cycle and offer them up to the K4s (hopefully this will get GB in)?

Nothing will be clear until we know the number of reallocated quaotas.

How likely would you say it is that GB gets a quota in Women's K4 via reallocation?
