53.61 was 14th place in Tokyo. Those heats were insanely fast. That's how the standard was decided. A lot of those women in Tokyo have since retired or regressed with only one Dutch women really emerging during since. Only 27 women have hit that standard in the qualification period of which 7 are Australians, 7 are American, and 5 are Chinese.

The standards aren't picked by someone, it's either the standard from the previous Olympics or the 14th ranked time in the heats at the previous Olympics, whichever is faster.

53.66 for Oleksiak in the women’s 100m freestyle! YEAHHHH!!! :yes

 

MSH, Douthwright, and Ruck with relay spots. 
 

Smith in 5th, just barely misses out a spot on the Olympic team yet again.
