It seems like russian politicians including the deputy chairman of the parliament (who also seem to be in the executive commitee of the Russian Football Union) are supporting the hooligans. 
If those reports are right, they shouldn't just lose the hosting rights of the World Cup in 2 years. They should be thrown out of FIFA and UEFA!
