So there 3 ways: 1) Add it to the Final Regatta as Adriano has mentioned (most probable) 2) Reallocate to the Bulgarian rower - but yes, Bulgarian rowing federation has to act fast and insist on it. 3) Return it to AIN later (which looks questionable) And it is only the first qualififcation event with AINs. Let`s imagine what chaos will happen at the World Wrestling Championships.

I think World Rowing is doing wrong. And the quota should go to the Bulgarian rower.

Yes, but "Olympic year" makes the difference. Qualififcation procedures were officially approved by the IOC https://uww.org/article/ioc-confirms-wrestlings-qualification-process?page=16 Thus UWW is not able to change the rules without the approval from the IOC. What is more, if UWW allows russians to participate under current IOC rules any athlete who will lost his/her Olympic quota to russian will be able to file the case to CAS.
