To be fair, events with less than 12 entrants should not have continental quotas. At that point you are causing top entrants to miss out.
Though if I was in charge I wouldn't have any events with less than 12 competitors. If your event doesn't have at least 12 competitive nations then maybe it doesn't deserve to be in the Olympics (yes I understand that for some events the low number of entrants is due to athlete quota limitations, but I'd also increase the athlete quotas to account for that).

For Tokyo, it was raised from 64% to 66%. 64% was used for Beijing, London and Rio. Now they have raised it *again* to 67%. And that's despite the proposal to keep it at 66%, which was dismissed by saying the "increase was correct in relation to the current competition level". Hilarious thing to say after two years of an umprecedented pandemic.
That's a weak excuse. The MER should be focused on safety not talent (unless they want to admit to "score inflation"). They're just trying to exclude the Group F team or individual riders without outright saying it.

For the most part there are enough spots to have both the top athletes and continental representation. For example, a 16 athlete event would have the top 10, the five continents and the host. Besides, the continent/host quotas aren't all complete wastes as some are filled with athletes that deserve to be there.

There's always been a struggle between having the best and having diversity, especially in sports where the best are not very diverse.
I'm not a huge fan of world rankings because it benefits athletes who compete more (more money) rather than the best athletes.
Personally I've always liked the "World Qualifier - Continental Qualifier - Final Qualifier" format. It gives athletes three opportunities to qualify (can't say they had a bad day) and promotes some diversity without it always going to the same large non-European nations.

The big winner of the South American Games was clearly Brazil who sent a much more competitive team relative to 2018. Despite the downward pressure caused by Brazil, Argentina also had a great games. Despite losing the most gold medals relative to 2018, Colombia still won more medals, thanks to an increase in events. As hosts, Paraguay was able to win a good amount of medals, but struggled to convert them to gold. The previous hosts, Bolivia saw a huge drop in medals getting less than 25% of the medals won in 2018. Venezuela saw large drops while Ecuador and Peru saw drops in the total medals only.

In Canada's defense, the Olympic qualifiers haven't been favourable. Our best chance so far was probably in football and equestrian and we were far from the favourites, heck even for the remaining qualifying events in 2022, our best chance will be in the Pan American Shooting Championships and that also is a bit of a long shot.
Typically sailing has a qualifying event by now which is usually when Canada qualifies their first quota. The beginning of 2023 looks pretty light (though to be fair many events still have dates as TBC), but there is a good chance that our first quotas may be in athletics or swimming.

Yeah, it looks like Chile will have a similar performance relative to 2018. That's not a terrible thing when you consider Brazil came to play here and won over 100 more medals relative to 2018. A result like that essentially pushes everyone down so staying the same can be seen as an improvement.

Funding cuts make it difficult to field a team. It also doesn't help that their rugby sevens team has dropped in quality recently with both Jamaica and Mexico overtaking Guyana as the best teams outside of Canada/USA.

Venezuela still has almost twice as many medals as Ecuador so it's not as bad as it looks. They are just struggling for golds while Ecuador has made the most of their chances. You are correct that Venezuela has dropped off. They are clearly a step below the top three nations now and depending on how funding continues post-2023 Pan American Games they may be competing with Chile for the foreseeable future.

Even from a quotas perspective it wouldn't be too difficult to keep the individual event. Obviously all nations which competed in the team event would compete in the individual event and then you only need a few more to round out the event.
I personally have a soft spot for the elimination race and would love to see it at the Olympics one day.

Ignoring as they are suspended, now holds the title of "most surprising Olympic non-qualifier" with over 150 more athletes and 4 more medals from 2020 than the next highest non-qualifying nation ( who will likely get a quota here I imagine).

Not sure, from a strategic point of view it would make sense for the South American nations not eligible for the CAC Games to make this one of their eligible competitions, but that probably doesn't help us since the highest ranked nations will also compete at the CAC Games. In my mind and were probably confident enough that they would win here to use this as one of their competitions, the others may have hedged their bets and went with the CAC Games and the 2023 PABCON Championships, but we probably won't know for sure until they publish the qualifiers.

Not too surprised, China and India have been investing hard into the rifle/pistol side of this sport. South Korea is a bit snake-bitten while Russia is banned from competing.
